Sealed CONSTRUCTION BIDS are hereby solicited for general concrete sidewalk and curb maintenance, new sidewalk and curb construction, and miscellaneous storm sewer construction to be performed for the City of Frankfort Public Works Department on an as needed, cafeteria style project scope with bid unit prices to remain in affect for a period of one year from the stated bid opening date below.  More than one contract award for PUBLIC WORKS DEPARTMENT UNIT PRICE CONCRETE PROJECTS ANNUAL CONTRACT for concrete sidewalk, curbs, and/or similar related concrete work for the 2017 – 2018 contract period may be made.  All bids must be received by the City of Frankfort Office of the Purchasing Division, 315 West Second Street, P.O. Box 697, Frankfort, Kentucky 40602, until 2:00 p.m. local time, July 18, 2017 at which time, the bids will be opened publicly and read aloud in the Commission Chambers at City Hall.  Bids must be received by the designated date and time and none will be considered thereafter.

A non-mandatory pre-bid meeting will be held on Tuesday, July 11, 2017 at 10:00 a.m. in the Commission Chambers at City Hall. 

All bid forms, information, and specifications regarding this bid are available for viewing at the Purchasing Office.  Bidders are encouraged to submit their bid in a sealed envelope.  The bidder is advised to clearly mark the sealed bid with the bid number and description listed above.  The City of Frankfort, Kentucky is not responsible for the premature opening of, or the failure to open a sealed bid not properly addressed or identified.

No bidder may withdraw his bid for a period of thirty days. The contractor shall furnish insurance as required in the General Conditions.

Bidders should pay attention to the requirements pertaining to conditions of employment and the minimum wage rates to be paid under the contract, Title VI, Section 3, Segregated Facilities, Section 109 and Executive Order 11246.  Local firms, minority firms, small and female businesses are particularly encouraged to participate. Also, if the Bidder anticipates the use of subcontractors as a part of this project, the use of local firms, minority firms, small and female businesses, is encouraged. Any bid that is obviously unbalanced may be rejected. The City of Frankfort reserves the right to reject any and all bids and waive informalities, and to select that bid which it determines to be in its best interest.  The award of this contract will be made on the basis of the lowest bid as permitted in KRS 45A.365.

Sealed CONSTRUCTION BIDS are hereby solicited for pavement resurfacing and restoration of related features from previous utility construction and maintenance of City roadways.  Contracted work to be based primarily on Unit Prices for placement of finish asphalt surface paving.  Work to be performed for the City of Frankfort Public Works Department shall be based on Unit Prices to remain in effect for a period of one-year from the stated bid opening date below.  The City may renew this contract for an additional year with an up to 3% increase if both parties are in agreement.  All bids must be received by the City of Frankfort Office of the Purchasing Division, 315 West Second Street, P.O. Box 697, Frankfort, Kentucky 40602, until 2:00 p.m. local time, July 24, 2017 at which time the bids will be opened publicly and read aloud in the Commission Chambers at City Hall.  Bids must be received by the designated date and time and none will be considered thereafter.
